Several actors in collaboration
Several parties are involved in the urban transformations. Cooperation with the municipalities is crucial to success, but many more are involved.
The municipalities are responsible for urban planning and ensuring that legislation such as the Planning and Building Act and the Environmental Code are followed. They have a planning monopoly to plan new city districts and determine what the communities should look like. Before physical changes to the communities can take place, such as the demolition or relocation of buildings, new construction or the laying of new roads, both general and more detailed planning must be carried out.
The municipalities also have a responsibility to build infrastructure such as electricity, water, sewage and to drive the planning work so that ready-to-build land is available when it is needed. State authorities are involved, such as the County Administrative Board, the Swedish Transport Administration, the Swedish Mining and Mineral Resources Agency and the Swedish Property Board. There are also many people who are interested in being involved in building the new communities, not least construction and civil engineering companies.
Major challenges shared
The urban transformations affect property owners, tenants, businesses and associations, among others, in our communities. Important consultations are also underway with Sami representatives. Those affected have a responsibility to participate in the dialogues and processes that must take place before decisions are made. Different interests are constantly being weighed. The municipalities and LKAB must, with broad support from the population, unite in a future-oriented urban transformation where responsibility is taken both for LKAB and the future of the communities.
LKAB has a central role and is, together with the municipalities, an important party in the transformation processes. We continuously measure the impact that mining causes and have a responsibility to safely find good solutions for everyone affected. LKAB also owns some properties in the communities and manages the residential areas until they are closed. Last but not least, we are financing the transformation in both communities.
